Super Typhoon Meranti is bringing wind speeds of up to 370 kilometers per hour and torrential rains.
At least 200-thousand households lost power.
Schools and businesses have closed and dozens of flights have been cancelled.
Weather officials say the Category five storm is among the "deepest tropical cyclones ever recorded anywhere on earth."
"During past bigger typhoons we also had damage to the pier and the guidepost. But the whole guidepost was pulled out from the pier and is nowhere to be seen, that is really very scary. We can even see the waves shooting over the harbor wall. We have never seen waves that big."
Forecasters expect Meranti to slow down a bit before making landfall in China's Guandong province on Thursday but predict it will still pack a punch with sustained winds of 150 kilometers per hour and gusts up to 180.
