Venezuela is hosting the 17th Non-Aligned Movement summit but only a handful of leaders made the effort to come.

The movement originated with countries looking to escape close ties with the Soviet Union and the United States during the Cold War.

President Nicolas Madura’s move to spend millions on the meeting amid his nation’s economic crisis has critics up in arms.
