October 2016: Neil MacKinnon, VTB Capital, says the ECB is unlikely to
change anything this week. Neil also discusses recent reports that
former ECB chief economist, Otmar Issing, said the euro is a 'house of
cards waiting to collapse'. Neil explains that politicians have failed
in their attempts to harmonise the fiscal issues across the euro zone.
