President Vladimir Putin announced that Russia's nationwide lockdown was being eased from 12 May, and that businesses could go back to work to stop unemployment rising further.
He also said it was up to individual regions to decide the best policy.
But Russia's daily infection rate remains high, compared with the rest of Europe.
Russia has recorded its highest daily death toll of 174 in the past 24 hours, pushing the nationwide total to 3,807.
Officials reported 8,915 new infections on Tuesday, taking the total number of cases to 362,342 across 85 regions.
Moscow (2,830), Moscow Region (817) and St Petersburg (363) are the top three regions in terms of new cases.
A total of 131,129 patients have fully recovered across the country.
