Millions of Afghans are in need of humanitarian assistance, including the 600,000 who have been internally displaced this year.
Even though the fighting stopped, people have still been displaced by conflict, drought, floods and other natural disasters, and the Taliban says it cannot help because Western powers do not recognise its government and have government frozen assets.
Without help, Afghans fear their problems will multiply, particularly as winter in Afghanistan is approaching.
