Criminals behind bars have delivered orders to destroy petrol stations, bridges and police stations in Fortaleza - while running prisons from the inside.
The violence comes after Brazilian authorities led a crackdown on living conditions in prisons.
Now, a group of Brazil's senior regional justice ministers have called for these gang attacks to be reclassified as terrorism, in the hope of securing tougher sentences.
