​Vadym Boychenko, the mayor of Mariupol, has claimed that Russia deliberately targeted people gathering to escape the besieged city. 

 

He was speaking this afternoon in a media briefing about the city. Mr Boychenko added that people in the city would be unable to leave today, as no agreement for a humanitarian corridor was reached.
