Twenty countries at the Summit of the Americas have announced what they are calling "The Los Angeles Declaration" on migration.
It creates incentives for nations in the Western Hemisphere to take in more migrants. But, with some regional leaders uninvited or boycotting the event, it is not clear how effective those measures will be.
