Today NATO's North Atlantic Council (NAC) meeting of defense ministers concludes at the NATO headquarters in Brussels. On Wednesday, the US announced it was stepping up its support for Ukraine with 1 billion in new arms.


On Thursday, defense ministers will continue discussions on Ukraine, but also Sweden and Finland joining the alliance. The meeting is chaired by the NATO Secretary General, Jens Stoltenberg. Stoltenberg is to brief the media at the end of the defense minister's meeting.

Ukraine says it is bracing for a new push from Russian forces in the eastern region of Donbas and in the south. President Volodymyr Zelenskyy said Moscow could not admit that its operation was at a 'dead end.' His comments come as Russian forces started withdrawing from the second largest city of Kharkiv following a Ukrainian counteroffensive. But while the threat may be receding from Kharkiv, for civilians still left in the city, conditions are dire.

At a meeting of NATO foreign ministers in Berlin, Secretary-General Jens Stoltenberg delivered an upbeat assessment of Ukraine's battle against invading Russian forces.

The British defence ministry is saying Belarus has announced the deployment of special operations forces along the Ukrainian border.

Ukraine has accused Russia of dropping phosphorus bombs on the Azovstal steel plant in Mariupol. Images of the alleged attack were released by a pro-Russian separatist commander. The use of White Phosphorus is not banned under international conventions. But human rights groups have called for it to be outlawed, because of the severe burns it causes.

Ukrainian president Volodymyr Zelenskyy says negotiations on saving Ukrainian troops defending the Azovstal plant are at a complicated and delicate phase. Ukrainian sources say some one thousand people are holding out at the site more than eighty days after the invasion started. They are refusing to surrender to Russian forces.

The North Atlantic Treaty Organization, or NATO, has seen an increase in member country spending since Russia annexed Crimea in 2014. The Russian invasion of Ukraine has spurred some countries to even further action.
 
The Russian invasion of Ukraine is unleashing a new era of military spending across Europe. Member countries of the North Atlantic Treaty Organization, such as Germany, have done an about-face on military spending in recent weeks.
 
"The Russian invasion of Ukraine was a wake-up call for a lot of Germans, for politicians, and for voters, who previously I think, would have been skeptical that military power could still be an important tool of influence in Europe today," said Sophia Besch, senior research fellow at the Center for European reform, in an interview with CNBC.
 
Poland has moved to increase defense spending to 3% of GDP. Germany has signed a deal to buy F-35 fighter jets, and several NATO allies are looking to upgrade from Soviet-era equipment, such as Mig-29s and Russian-produced surface-to-air missile systems, to U.S.-made weapons. The United States, the top military spender in the NATO alliance by far, is looking at increasing its own defense budget while selling high-tech arms to friendly nations.
